Adding a file

A file has two parts: the record, with its name and links, and its content. Adding a file takes two requests:

  1. Create the file record with its name, extension and links. It returns the new file's location.
  2. Upload the content with PUT on that location plus /content.

is_uploaded is false until the content is uploaded. Content can only be uploaded once. To replace a file, create a new one.
